The quick slots are above your steel sword and below your money in the inventory. Note that they are only available for potions. If you hover over the items in your inventory, the quick slots will highlight green when a valid potion is hovered over. The Witcher Item Stacking and Equipment Slots Mod This mod will allow you to stack up to 999 of each item, including ingredients, and unlock all available equipment slots, including quick slots. That’s right, you can even place a weapon in the quick slot box now, but only after placing the item in it’s default equipment slot first.

The only other use I know of is that the torch will provide light if you are unable/unwilling to use a Cat potion, but you have to swap weapons and thus lose the light source if you want to deal any real damage. Basically any item can be quick slotted, simply enter your inventory select the item, and hit the 'assign' option, you can have multiple items in your quick slot area. Now the item that is inside that box to the left of your ability bar is the item you have selected, meaning when you hit the up arrow it will use that item.
